Andy Haldane is feeling buzzed up. It is just hours since the Bank of Englands chief economist gave a speech to business people in the Midlands about why he is gloomy on the economy and sees little chance of interest rates rising over coming months. But on the train back to London, he is buoyed by the cheery reports hes been hearing from companies.
His change of mood encapsulates the puzzling economic picture in the UK, one which is unlikely to become any clearer when official figures at the end of this week provide a first glimpse of how the overall economy fared in the third quarter of 2014.
